This is a long skirt by JUNYA WATANABE COMME des GARCONS.
It has a tight fit that hugs the body up to the knees, and then flares out into a mermaid silhouette at the hem.
The design emphasizes the hips.
I believe it was from the collection line, so you should be able to find photos of it being worn by models if you search for it!
