These pleated shorts are simply gorgeous--being 80's based on the tag and style, they are VERY high-waisted, so keep that in mind when looking at the measurements.
During this era of Dior's, the brand made a foray into selling to markets for the everyday buyer, in stores like Macy's or JCPenney, which is why the brand appears this way on the label. The quality is still very much there--this piece is in absolutely pristine vintage condition!
Waist laying flat: approximately 12.5 (keep in mind the waist on these hits just a few inches below the bust--at least on me).
