I used to find a place like my Buffet in the dining room with a large flat surface. Use shoe boxes to make an elevation change, putting the church and the houses on the top row and then the drum and fife, and the carriage's on the lower level. Covering the whole thing with cotton, so it would look like snow before I put structures, trees, or anything else in place. This was one of my Christmas decorations.
